Why are you giving cod liver oil?

If you're feeding them a balanced diet, you shouldn't have to supplement with cod liver oil (which is really high in Vit A, and a turtle can overdose on Vit A if too much is given). Don't just give them a capsule and expect them to break it open and eat it.

Does your turtle eat any orange/red veggies? What are you feeding them and what are they actually eating?

Keep trying thin peels of carrots now and then. Also orange foods like pumpkin and squash (if you steam lightly and cut into small pieces, it would be easier to eat), cantelope in season. If you think they're really not getting enough vit A, you can occasionally prick a cod liver oil capsule and put a little on some of their pellets (don't overdo it).
