Urgent Care :: shell rot or shedding?

What is the problem with the shell of my turtle. It start with one flake but at this moment it's expanding.
He is living with two little one year res without a problem. Yesterday I saw that one res was biting the wound.
We also went to a vet and he told me to keep the turtle on the dry by night and put isobetadine to deinfect the wound.

How long have you had it? 11years

What is the water temperature? 27celcius
Did you use a thermometer?yes
Are you using a water heater?yes
How much water is in there?150 liter
Are you using a water conditioner?no
Are you using any filtration?yes

What is the basking temperature? 30
Is there a basking light?yes
Is there a basking platform that is easy to climb on? yes
What kind is it or what is it made out of? tile
Is there a UVB light? yes

What have you been trying to feed it? pellets, liver
When was the last time your turtle ate? no problem with eating

Is there any other unusual activity/symptoms? last year, he was very sick. he didn't eat for about 7 months and almost died. At this moment is he full of energy!

It's possible there is some sort of infection there, as it is not normal shedding. The marginal scutes around that area is also unusual -- almost looking as its fused. Where there infections/injuries/abnormalities around there before?

he always had a perfect shell. never had a problem or infections.

A regular Vet? May require more exact diagnostic. Dry dock and isobetadine to deinfect , good. Look's infected no RX's ? Do you have a Herp Vet in area , one specialized in the treatment of turtles?

Since I don't have a history on your turtle, it's either infected and healing or infected and getting worse. If it were perfect before, then I would get him to a vet.
