Hi I just bought two RES around 4days ago they are around 1.5" and were pretty active when I got them. Right now they are in a pretty big plastic container until I can get the tank(10"x15") I found cleaned up and ready. They spend the whole day just sleeping on the rocks I placed as their basking area and their right eye seem swollen. They would rub it when I try placing them in the water and get very frantic, hitting the sides of the container until they manage to climb up to the rock. There are also bubble coming out of their mouth and nostrils when in the water. They would often make a ticking sound when sleeping and one of them seem to have a while patch on it's right front and back leg. They have not eaten the turtle food sticks or gammarus krills since I got them and they don't seem to respond to anything. I have stupidly changed their water 3 times already and kept on touching them out of worry. I also move them around near to windows to get as much sunlight as possible. My parents don't want me to spend alot of money on them so I'm unable to get any equipment for them that might cost alot or take them to the vet.
I am unsure of the water and basking area temperature but it should be around 26-27 Celsius the normal room temperature.

Water Level:Till their shells but added till they are able to dive alittle
Water Conditioner:No
Filtration:No
Basking Light:No
UVB Light:No
Quite alot of activity in the room

Well it sounds like they have a fungus infection on their legs and a respiratory infection also. With what little your giving them I afraid to say i dont see them making it. Sitting the tank near the window isnt really doing much as windows filter out most of the uva/uvb.

The heater will help a little, keep it at 27 celsius. You dont have a basking light which probably is the most inportant thing for them as it will raise their body heat to fight off infection and gets them dry which would kill fungus. Id try and get a basking light if anything. Also look for anything that you might put on cut you have yourself and apply it to the white patches.

I guess I should start preparing for the worst... But I was wondering what does the UVA/UVB light actually help them in? And if trying to warm their rocks would help? And I would open the windows up totally to let sunlight shine in so does that actually help?

UVB basically helps turtles absorb calcium from their food better to better harden their shells. Though also noted that turtles given uvb compared to turtles without it usually seem to have better shell coloring and appearence and shed their scutes smoothly. Im not sure if warming the rock would help as they would absorb the heat from it.. They just need the heat as it helps raise their immune system and raise their appetite. The sunlight should help them as it should warm them up. Im not sure what other suggestion i can give you but some other might have an idea.

Are you able to get them some natural sunlight? Can you get some live feeder fish (guppies or rosey red minnows)? Are their eyes open and clear?

I am able to get them some sunlight but as for live feeder fish not really plus I'm afraid that they might choke since they are still babies. Only their left eye is open and pretty clear but their right eye seems swollen and they can't open it. Even if they do it's just a crack.

It's hard to give an appropriate diagnosis from what you're describing so it's difficult to offer suggestions for treatment. Keep the water warm, around 80F and try different foods from this page: http://redearslider.com/entice_eating.html

You can hold the fish by the tail, let it wiggle in front of your turtle and let them snap at it.

Sorry they didnt make it. IF you plan to get turtles again, please make sure you setup a correct habitat first this time so you dont have to go through this again. Save a little at a time until you have everything you need.
