Lisa, there's no reason for a 1.5" turtle to not have that 20 gallon tank at least 3/4 full. They are VERY good swimmers, and need this to stimulate muscle growth. Basically, it's like saying my kid doesn't need to come out of his room...he fits in there just fine :) I know that's an extreme, just trying to make a point. Please read the stickies available on the forum for a proper hatchling habatat. I would fill that tank just below the point he could climb out, and get a floating turtle dock. Keep plenty of plants so he can float on them and not get too tired to surface, and you'll be doing him a favor.
