dan-fu - The best but the cheapest? Somehow the two don't go together. Before anyone can attempt to answer your question you will have to tell how large your tank is and how clean you want to keep it. The volume of the filter must pump at least five times the gph you have in the tank. Your tank should be at least 10 gallons per inch of you turtle or turtles. I would buy the best because my time is expensive and every lost hour taking care of a tank because of a filter that was not working well is a high price for me.

Filters are the one thing you do NOT want to skimp on. Also don't get the Penn-Plax Cascade canister filters, SO. MUCH. BYPASS.

I've always heard good things about the knock offs that are equivalent to the fluvial cansiters for like 150 bucks

For less than $130 shipped you can get a real Rena Filstar FX3.
