He is between 4-5" and I feed him 5 pellets in the morning and five pellets at night.

Whether it's the right amount or not depends on the size and type of pellet. Follow that link David provided and it will give you precise instructions as to how to measure the quantity.

For a turtle your size, feed him as an adult.
