Have you tried putting the lettuce in a veggie clip?

Keep offering lettuce and stop the shrimp for a while, a long while. It's going to take time before they decide to eat the lettuce, however dont stop offering lettuce and dont cave in and give them what they want (shrimp). You may also want to try other greens, like culantro - my turtles loved it, even one of them who was completely anti - vegetables, loved it.

Others have had success with aquatic plants, like anacharis. You might want to try that :)

What kind of lettuce are you feeding them? If you haven't, try some red-leaf lettuce. Many turtles find the red coloring attractive. Also try other leafy greens like dandelions and the occasional collard.

Just leave a small leafy piece in there. If they don't eat it, remove it after a few hours. Keep trying daily, they'll get the hint eventually.
