On rare occasion you can cook them a piece of chicken (without oil) and give it to them, maybe once every two months. There is a lot of protein in meat and also raw meat is not really safe, so don't do it.

Raw meat especially chicken can contain salmonella (the cause of most food poisoning). Turtles can harbor the salmonella without being affected by it. The danger is that they will spread the salmonella to you or anyone else who touches them or their water. If you don't disinfect yourself thoroughly, you run the risk of getting very very sick.

I say no meat at all, raw or cooked. Your turt doesn't need it, plus it's high in fat and protien.

On very rare occasions, a bit of boiled white chicken meat is OK. No hamburger (even if cooked), processed meat, etc., though. Your friends are misinformed, and eventually a diet of meat is going to affect their turtles' health negatively.
