I'm assuming this is normal. He does it frequently. Gross to watch, but normal?

Yes it's normal. My dog does it too, then comes inside the house and throws up!

Try to see if you can find a pattern, then you can try to scoop it out. Sometimes they poop right after eating, sometimes at night, when basking, etc.

Can this cause a serious illness?

Unknown, but I try to prevent it or clean it up as soon as possible.

Try to give your turtle food that look different from his poop. Maybe he mistook his own poop for some food. :D

Sadly, I don't think that would matter.

Like actual barf? Literally when the turtle tries to eat it it dissolves and he spits out whatever he bite and everything becomes a mess -_- but if it's actual barf then monitor and see if it happens again. Barf/vomiting in general is never good! What did he eat and what did the 'barf' look like?

My turtle named General Patton some times feast on feces, nothing to worry about. You need to have a clean tank that is the appropriate size, the bigger the better. Just wanted to add that I bought GP an amazon sword plant today and he uprooted part of the plant and ate all the roots. Treat them we'll and they will reward you. GP is always active and tears up everything, he is pretty bad [---]. Hahahaha
