I think any small, healthy fish can be a feeder fish, I mean, really any fish can, it's just what you are willing to pay. If you are planning on breeding them yourself, that will keep them even healthier, and tetras aren't very expensive that I can recall. Just stay away from goldfish, no matter where you are, those are never very healthy fish.
