Anacharis is a great plant for aquariums. It's easy to grow under a variety of conditions - just give it some light (CFLs seem to work well) - and the RES really like it. You can either plant it or let it float - but if you have it floating keep in mind it will block some light from penetrating to the bottom of the tank, so if you have shorter plants anchored in they might not do very well.
I've never had great experiences with hornwort. It starts out great, but once it starts to die it drops the leaves all over the place and makes a mess, kind of like a pine tree.
Those little otos are awesome, and I've found them to be pretty hardy. I also like tetras as there are a huge variety of them and they are also one of the hardier tropical fish out there. If you don't have a very strong current in the tank, you could also look for some kind of shrimp (I like ghost shrimp!) to keep everything clean. All of these are safe for plants and won't destroy them.
