You know what works great for cleaning large amounts of sand... the paint / drywall mud mixers. You can get a drywall mud / paint stirrer for like 5 bucks and attach it to your drill. Put the sand in a 5 gallon bucket, put the hose in the top and use the drill to stir the sand.

nothing really. the tool just mixes the sand so it aerates (or cleans) the sand.

In play sand there is a ton of dust and very small particles called fines. When you agitate the sand and clean it, you remove much of the fines and dust so when you put it in your tank / pond whatever your water isn't a cloudy bowl of soup.

If the playsand is washed and your filter is setup for water polishing, on a pool that size... probably within 24 hours.

If you take a hose and agitate the hell out of it, then yes.

If the water doesn't clear up in about 24 hours, it probably won't get much better without changing the water. Play sand has a lot of dust in it and needs a lot of rinsing. I used pool sand which claimed to be pre-rinsed. I tossed 45 pounds into the pond and it clouded right up. Not too bad, I could still see the bottom (24 inches deep), but it didn't clear up after 24 hours. I drained the pond, hit the sand with a hose while still pumping out that water and filled it back up. The water was nice and clear after that. The remaining 5 lbs was used in our littlest hatchling's tank. I rinsed that in a wheel barrow for about 5 minutes and the water was nice and clear when I put it in the tank.
