Green Water

I currently have a 45 G tank with a 3" res a neon tetra and a alege sucker fish.
I have a XP3 filter with Carbon bio chem zorb ceramics and foams.
I have tried 50% water changes 100% water changes and the water seems to go green again within 5 days
there is nothing on the bottom and the green is in the water only not on the walls.
Wondering what is the best solution?

The green water like you describe is often due to high phosphate and nitrate levels. I'd get rid of the carbon and bio chem zorb (you're using both?) and increase your biomedia (ceramic rings or stars). Start doing about 10% water changes daily until you start to see a change in the water, then switch to doing 15-20% water changes weekly. You don't want to clean everything completely because you want to preserve the beneficial bacteria.

You need to start thinking about a bigger tank/ container for all the creatures in the tank (not just your turtle).
