that's not a ladder..lol.. It's the tubes for the pump.

That makes more sense. Preformed ponds are usually not very deep but it does look very nice.

I've been thinking of something like that myself. I was looking at performed ponds yesterday. The thing I like about them is some are bi level. I would have to build more than one if or when I seperate them.
