Turtles shed the individual sections of their shell (called scutes) as they grow. I'm not sure if that's what is going on with your or not. Do the scutes lift a little at the corners?

No they're just grey and look like skin.

It looks to me like the scutes are just lifting. Air gets beneath the scutes and can give a greyish appearance. The scutes will eventualyl come off.

My smallest turtle was like that forever. Probably since we got it, almost a year ago, and it's just now starting to shed it's scutes. So your's may be like that for a while.
