Is this normal aging 17 years old, or due to lack of basking/proper lighting? I have a post in urgent care, he has been under the care of my dad who although had good intentions wasn't giving him the care he needed. He will be coming back to live with me in a couple weeks when we get his proper set up going.

Hard to tell, but looks mostly normal. For that red spot, try to gently scrub it and clean it. If there is no breach there, he should be fine.
