How big is your turtle? Your tank is roughly 20 gallons, even if full it's a bit on the small side. I would withhold those meats/shrimps until he goes back on pellets.
He's 14 yo, so pretty big. We've been meaning to get a better tank for years now but it hasn't happened yet. The water has mostly been kept on a low level, though, primarily due to the need of having to clean the tank once or twice a week.
