The turtle has been doing everyday throughout the day. I have no idea why it is doing this.

Nope nothing but water

What are the water temperatures? When was the last water change? Are you behind on any maintenance?

I don't a thermometer but it should be around 70s. I changed the water last week. The tank was very dirty before but after I changed it, the turtle still have the same behavior.

Every half a month or every month

Anything change with the setup recently? Is there any water surface agitation?

No change with the setup and no water surface agitation

Can you film or take a picture of all the aquarium and basking zone? I had seen my turtle do something like that but only after feeding (a veterinarian says to me that is a way so get water into the mouth to make food passing easier through the oesophagus, probably by the lack of saliva), but if your turtle do this throughout the day I suppose is something different :S.

I don't think it's related, but if that is a wooden board, I would substitute it for something more aquarium-friendly.

I've been using the wooden board for couple years now, but I'm planning to get a better platform in the future.

I don't think the wooden board has to do with what the turtle is doing to the water because the board has been there prior to it. I only noticed the turtle has been doing it since last year as I posted a similar thread as this one called "Why the turtle trying to bite the water?" The turtle does this from morning until night. So annoying!!

If everything is normal, I'd just go ahead and do a complete cleaning/water change.

I changed the water couple weeks ago. It is fairly clean
