Your light cycle should be like a day to night schedule. Just like if the turt were in the wild. No more than 12 hours on. I think most people aim for around 8 hours on.

For lighting, 12 hours as an average is OK. Shorten the time a bit when days are shorter (fall, winter) and lengthen the time a bit when they're longer (summer).
