So since my RES isn't getting ready to shed and this area is hard..is it likely that his is scar tissue and will it ever go away?

Don't know for sure if it's scar tissue, but if it is and it's not deep, as your turtle sheds scutes, it should eventually go away, especially since he's small. Just keep an eye on it.
