My turtle has got recently some white spots on his shell and wired stains on his belly. can you help me figure what is it and how can i treat it?

Hard to tell, but does it look whiter when dry? If so, then it's likely fungus.

By the way,
I've just noticed that he started making bubbles and eating them, as well as it seems like he has a difficulty to sink.

What are the water temperatures? Is he eating? What's the rest of the setup like?

Water temp is 27 c. And always between 25 to 29 c.
He has a big appetite. His diet is basicly 2-3 pellets of ReptaMin and some slice of green (lettuce usualy), from time to time he gets some dried shrimp as well.
He has a nice basking area with Repto GLO 5.0 about 10-15 cm above.

Has he had problems submerging before? Hatchlings aren't always great swimmers.

Thanks, I'd definitely lean towards fungus. The best treatment is silver sulfadiazine cream (ssd), though there are other creams that may work. SSD requires a prescription but can be found over the counter.
