That ESU bulb is a flourescent and won't provide appreciable heat, so a heat bulb/lightbulb is needed. You don't need to go by wattage--use the wattage that will get the basking area to 88-90F. Try the 60-watt one and check the temp. If it's not hot enough, you can adjust by moving the basking area or light closer. If it's too warm, do the opposite. If you can't change the positioning of the basking area or light, then look into a different wattage. (But check with a thermometer by putting it on the basking area where your turtle would bask--or better yet on an object the height of your turtle---and leave it there for about 20 minutes and then check it.)
