It sounds like he's got RI, a respiratory infection, You can see if there is a reptile vet on this link, it has vets in california that treat reptiles:

I hope your turtle gets better. :(

If he's still alive, you can bump the water temp up to 80 and the basking temp to low 90s. There's really not much else you can do til you get to the vet.

How long has it been since you last saw him move? Is he responding to your touch at all?

Are his eyes open or closed? If you touch his legs, do you feel any pressure resisting you? If you pick him up, do his limbs and head go limp, or do they have any muscle tone?

hi sparkles - the final test i used when my Kame passed away was... i touched his lower eyelid to see if he would respond. before he passed and was simply too weak to move, if my fingers got near his face, especially his eyes, he would still close that eye - because i think it didn't take that much energy to do this.
but if he is no longer alive, touching his eye(s) will get you no response. sorry to tell you this. but that's all i can think of so you can make a final conclusion. best of luck to you and here's hoping that he is still alive. :|

Thank you lolip0pi, I had read the post but I could not think of what else to say to check for, I would've never thought of testing the eye area, that helps alot. :D

SPARKLES, how old are you? are you able to provide adequate care and materials for your turtle? because we are here to help and i am not sure if any of the critical advice is taken seriously.

please re-read the Stickies if you have too and let us know about your setup. sorry about your loss but give the rest the best possible care you can.

Sorry to hear about Cloey. Keep an eye on the others in case they start showing symptoms. Giving the tank a thorough cleaning would be good. What kind of set-up do you have for them?
