I can't figure out what im doing wrong, no matter what i do my turtles shell just keeps getting worse, i condition the water he has a heater and a heat/uvb lamp, also has a water fall filter and live plants! I make him bask for 2 hours a day because he doesn't like to bask alot on his own and his shell is still getting worse! Does he have a fungus is it the water? Is he shedding! Help! I just want him to be healthy!

The picture is bit small for me to tell if its fungus, but it could be it if you are not seeing any improvement. Usually some sort of medication is required to treat fungus. Turtles kept outdoors shed fungus pretty effectively with lots of sun and basking.
