Baby Northern Diamondback Terrapin Lethargic and Barely Eats

I have a baby diamondback terrapin about 2 months old and 1 inch. I am keeping him with a baby RES roughly the same size. The baby will only eat dried shrimp and no pellets. The baby will only have about 1/5 of a small red shrimp per day. It spends a lot of time out of the water just sleeping. I feed him in a separate enclosure from the tank because it would not eat in the tank. Please help. I am not sure what is wrong. It appears to be healthy visually

Tank size: 30g
Filter: large canister filter
Water temp: 80 degrees
Basking: 88 degrees
Hiding places in tank: yes
Substrate: bare bottom
Lighting: uvb and zoomed heat light
Food: tried multiple zoomed foods, Hikari and others but will only eat dried red shrimp

Shrimp is not very nutritious. Are they eating every day? Try dipping in pellets with water from canned tuna, or making your own. Try a live minnow with them too.
