Possible Septicemia

Hello, I am wondering if you guys could give me your opinions on whether or not my turtle may have septicemia. His plastron has a pink hue to it but I am unsure if it is just irritation from climbing up to his basking platform. One interesting thing I noticed was that the web between his toes in his back legs are pink. Now this may be just because of the light (he was basking at the time) but I was unable to get a good picture of it outside where the lighting is better. I'll go ahead and answer the necessary questions.
How big is your turtle? about 6 inches across shell
How long have you had it? 5 years
What is the water temperature? 76-77 degrees F
Did you use a thermometer? Yes
Are you using a water heater? Yes
How much water is in there? almost 40 gallons
Are you using a water conditioner? sometimes
Are you using any filtration? yes, two filters, one on each side of the tank
What is the basking temperature? no idea
Is there a basking light? yes
Is there a basking platform that is easy to climb on? yes
What kind is it or what is it made out of? plastic, it is actually a turtle topper
Is there a UVB light? yes
What have you been trying to feed it? it usually eat romaine or red leaf lettuce every day and pellets once or twice a week.
When was the last time your turtle ate? yesterday afternoon
How big is the tank/pond/enclosure? 40 gallon tank
Is the tank near a window? yes but blinds are always closed
Is the tank in a room with a lot of activity? no
Have you read the Basic Care section? yes
Have you searched the forums for similar situations? yes
Is there any other unusual activity/symptoms? none that I've noticed
I've posted pictures below to aid in the diagnostic. If you need different types of pictures or better ones ill get them as soon as I can. Hopefully you guys will have a better idea of what is going on than I do.

Note: I came awhile back asking about a shell issue (bacterial scoring) and I've been gently scrubbing with betadine and water and the bacterial scoring is going away and the scutes are shedding like normal. There is still some of the scoring left but I'm just keeping an eye on it. I plan to do another cleaning tomorrow afternoon. Thanks Steve for helping me out with that last issue.
