My turtle is give or take 8 inches long, he is 16 years old, and has been given the basic necessities. Food, tap water (not often changed), and light. We had an old UVB but it died out (getting a new one tonight), he is nearby a window, I don't have a thermometer but he is at room temperature water wise, and he is eating regularly. I have been away at college the past four years (I lived at a dorm and a sorority house and I could not keep pets) and my parents gave him the bare necessities while I am gone. Now I am trying to make up for lost time and give him the X years he has left going for him. I have sponged off his shell today and he is at a dry location basking. Hopefully the attached file works, and I understand there maybe judgement, but I am trying to do what's best. I have a huge hunch that he has some rot, but I just want to know a method to get him back on the right track. My parents didn't do that amazing. :? Other than that he is super active and everything. I've peeled off what I could so far with his shedding.

I don't see any shell rot, but theres a lot of retained scutes. What has shed away and is retained appears to be thin layers, and what is revealed looks good. Are you sure he's a male?

Meh I tell myself that. His/her name is Michael which fortunately is a unisex name in my family. What could I do to help ease the process of shedding for him.
