Is this a wound? He has these on all of his limbs. One of his legs has a little loose flap of skin. I can't tell if it's an infection or a wound. He shares a tank with another turtle, and they have been known to fight. I'm wondering if these are bite marks.

What's the best course of action here? I'll get more pictures soon.

I'd appreciate any help you can give, I want to address this as soon as possible.

FYI: I've witnessed no change in his behaviour, he doesn't seem sick, he's a very social turtle with a big appetite. Ordinarily he doesn't hiss (my other turtle does whenever I pick him up). This time he hissed when I tried to hold out his hind leg, which I never usually do so I can't tell if that's normal or not.

Looks like it might be skin fungus. Do you have a dry docking area set up?

I have a bucket I can use. Would it be sufficient?

Should I apply some sort of treatment to affected areas? What do I need? Where can I get it?

I'm reading I should use an iodine solution and neosporin, but different sources give me different details. I also see that people say to scrub with a tooth brush. I'm worried that if I do, his skin will come off. Should I?

I'd try this. First, secure a big of a clean area as possible - maybe section off a corner of a room. Next, when it's time for him to go sleep, wipe down the area with Betadine. Using a cotton ball would be easiest. You can dilute it, but don't have to and be careful because it can stain your clothing. Finally, after 20-30 minutes, apply a little Neosporin. It would be better if you could acquire some Silver Sulfadiazine instead. Leave a clean shirt or towel for your turtle to burrow under. In the morning, rinse him off - make sure dust, hair, etc is off him before you return him to the tank.

If you can dry-dock day and night for a few days, you'll see if this treatment would work for him.

I'm a few days in now, I'm not seeing any significant change. Could these be scabs, not fungus?

If it really is just a scab, you don't really have to do much besides dry docking and a bit of Betadine. How long are you dry docking per day? Does her paws show any extra sensitivity?

I've been dry-docking him for about 22 hours a day (2 under a lamp), with with about 2 hours of rehydration/feeding. Whenever I take him out of the water I've been reapplying iodine and some neosporin when that dries.

He won't let me touch his legs or paws willingly.

Most don't like to be handled. The longer you hold, the more likely he will pee again, even poop.

Ultimately you will need to see if there is any progress. If there isn't, then he should be seen by a vet.
