What's the water temperature? Do you have a water test kit to test the water params (ammonia/nitrite/nitrate/ph)?

Are you using any water conditioners? There are some on the market that are quite irritating to turtles. Turtles won't eat when they can't see. Pick up some turtle eye drops. Do you have a heat lamp? What temp is the basking area getting to? Do you also have an UVB bulb?

My advice to you is please buy heat lamp and UVA/UVB lamp and some kind of floating dock, because the majority of the problems start from there because there is no decent place in which to dry, warm, and no UVA / UVB rays.
Your tank right now is fine, but in the future bigger tank is must have because they grow.

Are the eyes open yet? I don't see a basking area or basking light.

Try using a different light besides a fluorescent. I would also try some cod liver oil for the eyes... but overall you need to get the setup up to basic standards.
