Hi,
My male red eared slider seems to constantly be shedding his skin quite a lot. His shell sheds at a normal rate, but his skin seems to constantly have long bits of skin flapping off around the neck, hands, and feet. It looks like a normal shed except it's more excessive and heavy.

Would taking a salt-water bath help at all?

How long have you had it? 6 years

What is the water temperature? 23C
Did you use a thermometer? Yes
Are you using a water heater? Yes
How much water is in there? 55 gallons
Are you using a water conditioner? Yes
Are you using any filtration? Yes

What is the basking temperature? 28C
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? Plastic crate with smooth flat rock on top
Is there a UVB light? Yes

What have you been trying to feed it? Turtle pellets
When was the last time your turtle ate? This morning

How big is the tank/pond/enclosure? 70 gallon tank, filled 3/4 water
Is the tank near a window? No
Is the tank in a room with a lot of activity? No

Have you read the Basic Care section? Yes
Have you searched the forums for similar situations? Yes

Is there any other unusual activity/symptoms? No

Is the shedding thin and wispy or a bit thick? Does it "disappear" when your turtle is out of the water?

The shedding is thin and wispy while underwater, and it does "disappears" when he's out of the water.

Everything sounds good and normal, I wouldn't really worry about it. Maybe just re-check the water temps and quality.
