Urgent Care :: Weird shell spots on baby RES, HELP

It's been gradually getting worse over time. We have both a heat lamp and a UVB lamp, he basks frequently. We feed him mainly baby turtle pellets from Pet Smart and occasionally dried shrimp. He is very active and appears healthy and happy other than this spot. We use hard water but we add hard water conditioner to it. I know it's a bad picture but he's currently at my boyfriends house so I can't get any more at the moment. I'm very worried, please help!!

From the spread pattern, my initial feeling is that it is fungus. Can you post more pics, specifically a top view and when the shell is dry?

I can but not at this time, I will post pictures this weekend. I'm worried about this turtle due to his shell, but also worried about my other turtle who's shell is perfect, because he's extremely inactive lately. I can't afford the vet , it's $150 to get them both checked out. I need everyone's help please I love these little guys :(
