Unsure of white discoloring on baby res

Hello everyone. Just purchased 2 baby red ears last week and one of the turtles has been developing white spots/patches. He had 3 little white dots that i didnt think were significant and arent spreading/growing but there are other bits forming. The spots seem to look silvery under water and he/she has been basking a lot more than the other one. The basking light has only been there for 2 days though, maybe they just need more time with the light? The shell looked healthy minus the 3 dots of white. Other bits/patches seemed to develop in the past few days. They appeared before i added the light.

How big is your turtle? 2 inches in length
How long have you had it? 1 week

What is the water temperature? 78-80 day, 74-76 night
Did you use a thermometer? Yes
Are you using a water heater? No
How much water is in there? 10 gallon half full
Are you using a water conditioner? Yes
Are you using any filtration? No but ive been changing the water out every 3 days or so till i get a filter.

What is the basking temperature? 90
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? Poly res?
Is there a UVB light? No but i am using pellets with vit d3

What have you been trying to feed it? Reptomin baby pellets and dandelion leaves.
When was the last time your turtle ate? This morning

How big is the tank/pond/enclosure? 10 gal tank
Is the tank near a window? No
Is the tank in a room with a lot of activity? Yes

Have you read the Basic Care section? Yes
Have you searched the forums for similar situations? Yes, but couldnt find any pics that looked similar

Is there any other unusual activity/symptoms? Doesnt seem to be as active. Sits and basks a lot and drinks water with occasional swimming.

I'm not certain what it is from the pics. Do you have high-res pics? Could be shell rot or fungus.

You should invest in a water heater too.
