Urgent Care :: dead turtle?

I just got 2 baby red eared sliders and they are not moving. they have what looks like a film over their eyes and their legs are sticking out from their shells. Are they dead?

It's possible, but we can't be certain with out more information. How long have they been like this? When was the last time they ate? What's the water temperature? Is there any discoloration?

Are they in the water or out? Can you describe the tank a bit more? What was the temperature inside? How much water? Perhaps asking majority of these questions would help too:
