Welcome to the site. What's their water and basking water temperatures? Have they been eating? If you suspect RI, they should really take a visit to a herp vet.

I'm not sure I understand your post, but is the vet an actual reptile vet? The water temperatures are very high, I would try to maintain it at a consistent 28C. Letting them have some direct sun is good, but must be done carefully. What kind of setup do you have for this? Do you have a UVB lamp?

Will you be able to get some pellets, like Reptomin Baby? What kind of cream are you using for the eyes?

The home remedy you are searching is for the eye infection, correct? You said that the problem is with red, puffy eyes, correct? Do you use a filter and change their water.

If you can give them regular exposure to sunlight, you don't need a UVB. They're both eating? How much?

A healthy RES should be able to either without a problem.

1 - they should be alert, active and have a strong appetite
2 - RES normally sleep at night when it's dark
3 - RES are aggressive, though it usually doesn't show until they are older
4 - some think it's to reclaim additional nutrition, I think they see it as food
