I have 1 year res. He is about 4 inches. (my other one same age is about 6in) Since last Thur he has been "seizing" whenver he basks on the rock. His head and legs spasm uncotrollably in all different directions. This last for a minute and then he sits for a min more and then is ok. He only does this on the rock not in the water.

Basking light over rock with uvb light next to it. It is a 30 gallon turtle kit bought from the store with filter, lights, and gravel. There is no heater.

It's not completely normal but it does happen. I would describe it more like twitching and adjusting, but you might be seeing something different. What's the temperature at the basking area?

This is not normal twitching. All four limbs and head move in different directions severely. The basking is around 85

Are there any other symptoms? Would you be able to record this somehow?

Please read my post in the "Urgent Care" section of this website. While it could be dry skin or something, the twitching could also be something deadly. My RES started twitching her arms and front paws while basking a few months ago. It progressively got worse so we took her to the vet. The turtle looked fine otherwise, but when the vet took an x-ray, we were shocked to see that the turtle had something big in her intestines. Turned out to be something metal which gave her lead poisoning, which, in turn caused the twitching. We had to get her emergency surgery or she would have died. Lots of time and money spent, but I am glad we took her to the vet. If this behavior continues, I would suggest you bring your turtle to the vet and get x-rays or blood work done. Could be nothing, but it's better to be safe than sorry. Good luck.
