It's possible it might be a small abscess, ulcer or injury. You might have to dry dock him for a few days to treat it. I would carefully clean the area with diluted Betadine and let it air dry. You might also want to consider using an antibiotic ointment like Neosporin.

What do u mean by dock dry him? Erm is it contagious to the other turtle? And do i need to seperate them? I know you told me I need to seperate the two but I've noticed them for hours and the big one didn't seem to hurt the small one?

Dry dock is an enclosed area without access to water.

Is it contagious? Not sure, since I don't know what it is. Do you need to separate? Would be a good idea and for other reasons previously discussed. Can you post a picture of the white circle?

The pics are not too clear. The one on top looks like an ear abscess and that needs to be lanced/drained by a vet.

Is there a UVB light? no

You'll also need to get a UVB light for the basking area.

Actuallly I exposse them to sun light for 1 hour everyday, and now I've put him out of the watter and used betadine and the marks almost disappeared! They r nt likee an abscess and more like just a discoloration but not bulgy only the one at the bottom of his neck whick almost disappeared today

Hopefully it's just a weird camera angle, but for future purposes, it's a good idea to have access to a vet. Where are you located?
