Could you describe it as a slight wheezing? Could be a sign of an overweight turtle and is usually of no concern (except for the weight).

Its not unusual for some to make breathing and croaking noises. There's rarely a good explanation and the only thing to do is to keep an eye out for other symptoms.

Are there any other symptoms, especially a difference in appetite or activity? How long has this been happening and does it happen during basking?

he never makes the noise during basking, only in the water. and they both bask and have the same energy. by the way i have two turtles. sometimes he makes the noise and sometimes he doesnt. usually in the morning and in the late evenings. 3 seconds at a time. and they both eat normaly. thanks for the responses.

If the turtle making the noise is the one that nearly drowned, water no doubt got into his lungs, and it is possible that they aren't fully cleared. I'd keep a careful eye on him just in case something develops. Better yet, consider that vet visit.

If, as you said, he does it in the water, is he close to the glass when he makes the sound? Sometimes breathing close to the glass will result in a sound (like when you blow into the neck of a bottle). But given his history, the vet would be your best option, I think.
