Urgent Care :: please help w/ new turtle

i just got 2 really small red ear slider turtle and i have no idea what to do with them...
[ i have never cared for a pet before ]
&& one of them is acting all weird, i think there is something wrong with its eye, because unlike the other one it wont open its eye as big. It’s head just stay in the water.
I tried putting them next to the window for some sunlight and I noticed that it’s eye is white-ish

Please tell me what’s wrong with it? Oo and what does basking mean?

Start by doing some reading on the basics that's on this site. Can you post a pic of the turtle with the eye problem?
