AKA

1. In english, what is the best way to DEEP clean the tank ( i got worms/drain flies too).....

2. How do I do it without killing my turtle or letting bleach get "inside" my rocks and then killing my turtle when they go back in the water?

I use 2 oz of bleach to a gallon of water; this yields a 1.5% solution of bleach, which is sufficient for general disinfecting (You can use that as a guide if you want to go stronger, but I wonder if that's necessary). Rinse well afterward repeatedly.

Your rocks have cracks/crevices in them? You could let them sit in plain water after using a bleach solution on them, changing the water periodically.

Depending on what I'm using the bleach solution on, after rinsing well, I let the object air dry just to let any chlorine dissipate, much as it does from chlorinated water if it's left standing for 24 hours.
