Urgent Care :: SOS red ear turtle in serious problem!!

I have 2 red ear turtles in a tank with about 100lt with filter thermostat and uv lamp
However today the small one which i have for about a mount doesnt move its head it doesnt pull it inside even if i poke it
it tries some momments with his front feet to pull or move its head and then again stays still
iT looks like it has its spine hurted is this possible? how? can it hurt by swimming towards the glass?
I dont have any vet for reptiles not even close to my city
I went today to a vet but i figure out that i know more than him about turtles please somebody help
I have put it to another tank i post 2 pictures
first i had it on its platform to use eye drops for his eyes and then left it in the water

The one in the second picture looks like it's eyes are swollen. Try applying some cod liver oil to them. His shell does look healthy, when was the last time he ate? How long has he been like this?

Unfortunatelly the turtle died
The whole thing happened in just yesterday
A day before was fine swimming and eating
sudenly yesterday its could move its head like it was paralized but only its head i never heard about anything like that
i saw it trying to move its head using its front legs
I dont know what cause it i have zero levels of amunia and good temperature
